Towards a Mission-oriented Innovation Systems (MIS) approach, application for Dutch sustainable maritime shipping

This paper builds on the literature mission-oriented innovation policy, governance, transition studies and systems, develops a structural-functional approach to formatively evaluate mission governance from Mission-oriented Innovation Systems (MIS) perspective. Central this MIS is arena, structure where actors formulate govern mission, by mobilizing directing other, preexisting system components. Their goal meet developing diffusing innovative solutions destabilizing harmful practices. The involves problem-solutions diagnosis an analysis of structural, functional, systemic barriers. To provide formative recommendations, barriers are then contrasted with arena’s tasks. illustrate value approach, we use case study Dutch for sustainable maritime shipping. illustrates arena striving increase coherence amongst different structures in semblance MIS. configuration shaped formulation negotiated actions. Dominant industry networks green growth as problem direction non-committal actions, which likely ineffective inherently transformative sustainability missions. concludes identifying directions further concept.
